COP30 2025: Global efforts and Vietnam’s actions

COP30 2025 is taking place from November 10 to 21, 2025 in Belem, attracting significant global attention as recent climate reports warn that the average global temperature is approaching the 1.5°C threshold compared to pre-industrial levels—the limit set by the Paris Agreement to reduce risks of extreme weather, economic losses, and ecosystem degradation (according to the UNFCCC and IPCC). In Vietnam, the impacts of global warming are increasingly evident, with record-breaking heat exceeding 44°C, extreme flooding in Central regions, and deep salinity intrusion in the Mekong Delta—highlighting the urgency of climate action.

COP30 is not only a forum for discussion but also a critical moment for countries to demonstrate stronger commitments, enhance international cooperation, mobilize climate finance, and implement tangible emissions reduction solutions.

Why COP30 is in the spotlight this year

The year 2025 marks a crucial milestone following the Global Stocktake report, which indicates that current global efforts are insufficient to put the world on a Net Zero trajectory. As a result, COP30 carries high expectations for driving a new phase of climate cooperation, particularly as many countries are finalizing carbon market policies, accelerating energy transitions, and implementing projects that align economic growth with environmental protection.

For Vietnam, COP30 is not only an opportunity to update its climate commitments but also to strengthen international partnerships, access financial and technological resources, and promote sustainable development models.

Key activities of Vietnam at COP30

During the conference, Vietnam has participated in several notable activities, including international cooperation initiatives on industrial emissions reduction and the promotion of public–private partnerships, alongside multiple discussion sessions and bilateral meetings.

1. Vietnam strengthens cooperation with United Nations Industrial Development Organization on industrial emissions reduction

According to local reports, Vietnam and UNIDO held a bilateral meeting at COP30 to advance industrial decarbonization programs. Both sides discussed projects involving low-carbon technologies, cleaner production models, and support for energy transition within enterprises.

This cooperation helps Vietnam access advanced technologies, international resources, and expand long-term partnerships with United Nations organizations, particularly in heavy industry sectors that account for a large share of national emissions.

2. Vietnam promotes public–private partnerships for climate adaptation and mitigation

According to WWF Vietnam, Vietnam emphasized at COP30 the importance of expanding public–private partnerships (PPP) to enhance climate resilience, protect nature, and mobilize resources beyond the state budget. Vietnamese representatives worked with various international organizations to promote green finance models, nature-based solutions, and programs supporting provinces in adapting to extreme climate conditions.

This comprehensive and proactive participation demonstrates Vietnam’s determination to combine national policies with social resources to achieve emissions reduction and green transition goals.

Significance of these activities for Vietnam’s Net Zero pathway

These activities carry several important implications:

  • Strengthening international position: Vietnam continues to affirm its role as a proactive country in climate cooperation and sustainable development.

  • Mobilizing resources: Meetings with UNIDO, WWF, and other international organizations create opportunities to access finance, technology, and expertise needed for emissions reduction.

  • Accelerating green transition for businesses: Cooperation in industrial decarbonization and green finance encourages Vietnamese enterprises to participate more deeply in emissions reduction, preparing for domestic and international carbon markets.

  • Contributing to the Net Zero 2050 target: These activities support the implementation of emissions reduction projects and enhance climate resilience across key sectors.

Promoting carbon projects and the carbon market in Vietnam

As carbon markets and emissions reduction requirements become increasingly urgent, Vietnam’s activities at COP30 reflect a broader trend toward standardized emissions management and stronger international cooperation. These are also the pillars pursued by CCTPA through:

  • Carbon credit project development and investment: CCTPA actively develops and invests in emissions reduction projects with carbon credit potential to promote sustainable development.

  • Catalyst platform: Supporting greenhouse gas inventory and carbon credit development, providing reliable data infrastructure for the market.

  • Carbon credit exchange: CCTPA is developing trading infrastructure in Vietnam and ASEAN to facilitate effective participation in carbon markets.

Through these initiatives, CCTPA can play an important role in helping Vietnamese enterprises align with global standards while contributing to the national Net Zero target.
