CCTPA participates in the “Triple Helix” Dialogue at CASTID Week 2025

Within the framework of the Sustainable Development Program for the Mekong Delta (mid-term vision), an online SDMD dialogue was held under the theme: “Breakthroughs in science and technology, innovation, and national digital transformation in the new era – a key pillar in strategic collaboration among Local Government – Academia/Research Institutes – Enterprises in implementing Resolution 57-NQ/TW.”

The event brought together representatives from local authorities, academic institutions, and businesses, including CT Group and CCTPA.

Current status of the “Triple Helix” linkage in Vietnam

Mr. Nguyen Quoc Dung – Vice General Director of CCTPA emphasized that collaboration among the Government, Academia/Research Institutes, and Enterprises remains limited in effectiveness.

Currently, the Government mainly plays a regulatory role and has yet to introduce breakthrough mechanisms to foster innovation and entrepreneurship. Meanwhile, the language of academic research often differs from that of the market, resulting in limited commercialization of research outcomes. Businesses, although bearing significant R&D risks and investments, still lack strong mechanisms to effectively leverage knowledge resources from universities and research institutes.

Lessons from Israel – the “Startup Nation” model

To illustrate an effective collaboration model, Mr. Dung referenced Israel’s “Startup Nation.” In this model, the Government acts as an enabler by establishing venture capital funds and investing in startups to stimulate the market. Once startups become profitable, the Government exits and reallocates capital to new ventures.

Universities and research institutes establish Innovation Centers following the Technology Transfer Office (TTO) model, receiving real-world problem statements from businesses to develop scientific solutions and commercialize them. Enterprises adopt a “born global” approach, embracing rapid experimentation, failure, and iteration—fostering a fast-evolving innovation mindset.

The “Triple Helix” model at CT Group and CCTPA

Mr. Dung also shared practical experience from CT Group and CCTPA across key sectors, including UAV technology, high-tech agriculture, the low-carbon economy, and artificial intelligence.

In this model, businesses define unresolved challenges and transfer them to universities, research institutes, and TTOs for solution development. Once solutions are delivered, enterprises pay for these outcomes, creating a mutually beneficial mechanism for all three stakeholders: Government, Academia, and Business.

Recommendations to strengthen collaboration in the Mekong Delta

Based on international experience and local practice, CCTPA proposed several actionable directions:

  • Government: Prioritize the adoption of startup technologies within the region and act as a strategic customer. Establish local venture capital funds in partnership with international funds to ensure sustainable capital flows and activate innovation ecosystems.
  • Academia and research institutes: Leverage existing resources to establish Innovation Centers, receive business-driven challenges, and commercialize solutions. CCTPA proposed positioning Can Tho University as the leading innovation hub in the Mekong Delta.
  • Enterprises: Implement the Innovation Hub 4.0 model on CT Group’s Webtree platform to connect market demands with innovation centers and accelerate commercialization of scientific solutions.

Reinforcing commitment to innovation and sustainable development

Mr. Dung highlighted that with the effective implementation of key national resolutions, the “Triple Helix” model will become increasingly cohesive, driving innovation, digital transformation, and elevating Vietnam’s global competitiveness.

CCTPA remains committed to partnering with local authorities and businesses to deliver carbon and innovation solutions, contributing to sustainable development goals in the Mekong Delta and across Vietnam.
