Within the framework of the Sustainable Development Program of the Mekong Delta Program, Vision 2045 (SDMD 2045) with a medium-term vision, an online SDMD Forum was held under the theme: “Breakthrough development in science & technology, innovation, and national digital transformation in the new era – A Core Pillar of Strategic Cooperation among Local Authorities, Research Institutions, and Enterprises to Implement Resolution 57-NQ/TW”.
The forum brought together representatives of local governments, universities and research institutes, and enterprises, including CT Group and CCTPA.
The current state of the “Triple Helix Linkage” in Vietnam
Mr. Nguyen Quoc Dung, Vice General Director of CCTPA, emphasized that cooperation among the State, universities/research institutes, and businesses remains insufficiently effective.
At present, the State mainly plays a regulatory role and has yet to introduce breakthrough mechanisms to effectively foster innovation and entrepreneurship. Meanwhile, the language of academic research often differs from that of the market, resulting in limited commercialization of research outcomes. Businesses bear most of the risks and invest heavily in R&D, yet lack strong linkage mechanisms to fully leverage intellectual resources from universities and research institutes.


Lessons from Israel – The “Startup Nation” model
To illustrate effective linkage, Mr. Dung cited Israel’s Startup Nation model, where the State acts as an enabler by establishing venture capital funds and investing in startups to activate the market. Once startups become profitable, the State exits and reallocates capital to new projects.
Universities and research institutes in Israel establish Innovation Centers under the Technology Transfer Office (TTO) model, receiving problem statements from businesses to develop scientific solutions and commercialize them. Businesses operating under a born-global mindset are willing to fail fast, learn, and restart, fostering rapid evolutionary thinking in innovation.
The “Triple Helix Linkage” model at CT Group and CCTPA
Mr. Dung shared practical experience from CT Group and CCTPA across key focus areas, including unmanned aerial vehicle (UAV) technology, high-tech agriculture, the low-carbon economy, and artificial intelligence.
Specifically, enterprises identify unresolved challenges and submit them to universities, research institutes, and TTOs for solution development. Once solutions are created, enterprises pay fees to the institutions, forming a mutually beneficial mechanism for all three parties: the State, academia, and businesses.
Proposals to strengthen linkage in the Mekong Delta
Based on international models and practical experience, CCTPA proposed several concrete directions:
- The State: Prioritize the adoption of technologies developed by local startups and act as a strategic customer. Consider establishing local venture capital funds in partnership with international funds to ensure sustainable capital flows and activate innovation ecosystems.
- Universities and Research Institutes: Leverage existing resources to establish Innovation Centers, receive problem statements from businesses, address real-world challenges, and commercialize solutions. CCTPA proposed developing Can Tho University into the largest innovation hub in the Mekong Delta.
- Businesses: Implement the Innovation Hub 4.0 model on CT Group’s Webtree platform, connecting market demand with innovation centers and enabling the commercialization of scientific solutions.
Reaffirming commitment to promoting innovation
Mr. Dung emphasized that, with the effective implementation of Resolutions 57, 98, and 260, the “Three-Party Linkage” model will become increasingly robust, driving innovation, digital transformation, and supporting Vietnam’s global integration.
CCTPA will continue to accompany local authorities and enterprises by providing carbon and innovation solutions, contributing to the realization of sustainable development goals in the Mekong Delta and nationwide.
