Tay Ninh pioneers

Carbon credits development from Public lighting and Rooftop solar power

The project is implemented by CCTPA in collaboration with the Tay Ninh Provincial People’s Committee, aiming to reduce greenhouse gas emissions by replacing the public lighting system with energy-efficient LED lights and installing rooftop solar power systems on administrative buildings, schools, hospitals, and cultural centers.

The project not only contributes to emission reductions but also generates high-quality carbon credits under the international Verra (VCS) standard, creating opportunities to commercialize these credits in the global carbon market.

Objectives and impact

Key objectives:

  • Reduce greenhouse gas emissions and generate internationally certified carbon credits.
  • Develop a smart urban model with green public lighting.
  • Enhance access to carbon finance for Tay Ninh Province.
  • Directly contribute to Vietnam’s Net Zero 2050 target.

Multi-dimensional impact:

  • Environment: Reduce over 159,700 tCO₂e per year.
  • Economic: Generate stable revenue from carbon credits and reduce public energy costs.
  • Social: Create green jobs and promote energy-saving awareness within the community.

Project scope

Public lighting:

Replace approximately 710,400 conventional lamps with energy-efficient LED lighting.

Apply a smart control system and monitoring via Catalyst – CCTPA’s dMRV platform.

Rooftop solar power:

Deployed on public facilities (People’s Committee offices, schools, hospitals, libraries, etc.).

Total installed capacity: 12.7 MWp, generating over 19,400 MWh of clean electricity per year for the public system.

Carbon credit potential

Total emission reduction
potential:

~159,700 tCO₂e/year

Applicable standards:

Verra – Verified Carbon Standard (VCS)
Methodology: ACM0002 – Grid-connected renewable electricity generation.

MRV process
(Measurement, Reporting, Verification):

Fully automated through the Catalyst platform, ensuring transparent and internationally verifiable data.

Partnership model
and benefit sharing

Model: Public–Private Partnership (PPP).
Vai trò:

Tay Ninh Provincial People’s Committee: Project owner, providing the legal framework and infrastructure support.

CCTPA: Overall coordinator, investing 100% of the carbon-related costs and responsible for credit registration and commercialization.

Implementation roadmap: The project is currently in the Carbon credit validation stage.

Mutual benefits
