The project is implemented by CCTPA in collaboration with the People’s Committee of the Con Dao Special Zone, aiming to reduce greenhouse gas emissions by replacing the public lighting system with energy-efficient LED lights and installing rooftop solar power systems on administrative buildings, schools, hospitals, and cultural centers.
The project not only contributes to emission reductions but also generates high-quality carbon credits under the international Verra (VCS) standard, creating opportunities to commercialize these credits in the global carbon market.

Project scope
Public lighting:
Replace approximately 3,178 conventional lamps with energy-efficient LED lighting.
Apply a smart control system and monitoring via Catalyst – CCTPA’s dMRV platform.
Rooftop solar power:
Deployed on public facilities (People’s Committee offices, schools, hospitals, libraries, etc.).
Total installed capacity: 0.7 MWp, generating over 1,071 MWh of clean electricity per year for the public system.
