On the morning of December 17, 2025, representatives of the Carbon Credit Trading Platform ASEAN JSC (CCTPA) attended the Conference on the Con Dao Development Program to 2050. The conference was jointly organized by the Ho Chi Minh City Institute for Development Studies (HIDS) and the Party Committee, People’s Council, and People’s Committee of the Con Dao Special Zone, under the direction of the Ho Chi Minh City People’s Committee.
The event was held within the framework of Ho Chi Minh City’s Green Transition Program, aiming to define a long-term sustainable development pathway for Con Dao, aligned with green growth objectives and the protection of its unique ecosystems.
Key focus areas of the Con Dao Development Conference 2025
The conference was chaired by Mr. Truong Minh Huy Vu, Member of the Ho Chi Minh City Party Committee and Director of HIDS; Mr. Le Hoang Hai, Secretary of the Party Committee of the Con Dao Special Zone; and Mr. Phan Trong Hien, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of the Con Dao Special Zone.
Discussion sessions focused on reviewing and providing input to the outline of the Strategy for the Development of the Con Dao Special Zone to 2035, with a vision to 2050, as well as reporting on the implementation of tasks related to positioning Con Dao as a green, digital, and smart destination.
These contents serve as a foundational basis for shaping policies and development models aligned with Con Dao’s distinctive role in the new development phase.

CCTPA proposes cooperation on green transition pillars in Con Dao
As a pioneering enterprise in carbon credit project development and green transition solutions in Vietnam, CCTPA proposed cooperation with the People’s Committee of the Con Dao Special Zone to implement a bundled project structured around key pillars.
The proposals focus on forest protection and development in connection with marine ecosystems, promoting energy transition and green infrastructure, with priority given to rooftop solar installations and the upgrading of public lighting systems across the special administrative area.
In addition, CCTPA proposed a green transport transition roadmap for the 2026–2030 period, including the electrification of public transport and logistics, alongside the development of electric vehicle charging stations and battery-swapping networks for electric motorbikes.
Solutions related to water and waste management, as well as the development of a Net Zero tourism model with the participation of local tourism enterprises, were also identified as core components.

Advancing the realization of a green and sustainable Con Dao
CCTPA’s proposals at the conference provide an important basis for the Con Dao authorities and relevant stakeholders to refine strategic directions and advance subsequent phases of assessment, piloting, and on-the-ground implementation.
Through its continued engagement with strategic localities, CCTPA reaffirms its role as a partner in carbon solutions and green transition, contributing to the realization of sustainable development and Net Zero objectives in Vietnam.
